The Grand Valley Soccer Association (GVSA) is composed of clubs from Western Michigan (Lowell to Lake Michigan east to west, Kalamazoo area to Traverse City area south to north). The clubs field select and premier teams. The association website is www.gvsoccer.org. The league game schedule is posted on the "field schedule" link on the left. The website has links to field schedules, maps to fields, league requirements referees need to know, as well as member teams' contact information (including assignors). Michigan State Youth Premiere Soccer League is a higher,competative soccer for u13's and older. Competition is statewide and culiminates with champions in each age bracket. In order to be eligible for game assignments you must be invited to be part of the referee pool. In order to be considered for invitation, you must demonstrate superior refereeing skills, have honored prior game assignments, and desire to improve your skills. It is a privilege to be in this referee pool, and you are expected to treat it as such. Although travel distance to game assignments is taken into account, assignments may require travel up to 100 miles. Referees in this group are regularly reviewed, and those that do not maintain a satisfactory performance are removed. There are six regional assignors assigning the center referee to each premier game in their region. Local assignors assign the assistant referees to each premiere game. Payment policy when Teams fail to appear, and inclement weather. Effective July 6, 2010 If one of the teams does not show for a scheduled premier game, the referees should check in the team (players, coaches and manager) that shows. Each official should sign their name on the match report as usual and report their assigned position. The state assigned referee should then mail the game report into the MSPSP office indicating which team did not show. Assigned referees are not to collect any fees from the team that was present. Upon receipt of the game report by the MSPSP office a check will be cut and mailed to the referees for their match fees. If the referee crew deems a field unplayable due to inclement weather, and they are on-site, collect the match fees from the teams along with the paper-work. Write down the specific reason the match was abandoned. Have both coaches sign the match report. The referees keep the match fees. IF THE REFEREES RETURN THE MATCH FEES TO THE TEAM, THE LEAGUE WILL NOT PAY THE REFEREES. If officials are on site and deem the conditions unplayable, collect the match report, have both coaches sign. If the teams do not want to pay you, mail in the report and add the information that you were not paid on site. A check will be cut within 10 working business days and mailed to all officials that have signed the match report. If the game is cancelled due to inclement weather, the referee crew will not be paid for the game if they are informed by the Regional Assignor by phone, text message or e-mail at least two hours prior to kick-off. This applies even if the referee is present due to a previous match. It is the time the notice is sent (not the location/schedule of the referee, or when the message is retrieved) that is the determining factor. Make sure you persistently check your phone, text, and e-mail for notices between halves if you have other games. Keep your Regional Assignor current with your contact information. www.midwestregionalleague.com is the Midwest Regional League website. This is the source for current information - especially who to contact in order to be considered for game assignments. This site also has links to the forms needed for these games (Instructions to Referees, MRL rules, Assignor information and policies, and game-day forms).
"The MIDWEST REGIONAL LEAGUE (MRL) mission is to provide the highest standard of competitive play for youth teams in US Youth Soccer Region II (the Midwest Region) and to assure the continued growth and development of elite level players." "MRL features competition in five Age Groups (U14, U15, U16, U17, and U18) for both Boys and Girls. Two seasons are offered – Fall and Spring. Based on the number of teams in an Age Group, Premier and First Divisions are offered. Teams earn spots in the Premier Division by qualifying through their play in MRL competition. Within the Premier and First Division, sub-divisions may also be formed. A promotion and relegation system has been adopted ensuring that success on the field results in teams participating at the highest levels of the MRL. Teams in the Premier Divisions compete for the two Wild Card slots that are available in each age group. Each year, more than 100 MRL teams participate in the Region II Championships as either state cup champs or MRL wild card entries." The MRL functions as an "extension of elite team competition for US Youth Soccer affiliated teams in each Region II State Association. The top teams from State Associations qualify to participate in the regional league. The MRL, in conjunction with each State Association, provides the opportunity for top teams to enter the highest level of competition in youth soccer. The MRL works with the appointed MRL State Association Representative from each state association in serving the teams entered in our league. The Super Y-league is a professionalized system that is the first step for developing elite youth soccer players in North America. Affiliated with USSOCCER, the league is designed for talented youth players destined for professional or international careers.

The National Premier Leagues (NPL) is one of the top youth leagues in the United States. The NPL offers a platform for long-term player development by providing consistent and meaningful games between the region’s top players and also provides opportunities for players to be scouted by U.S. Soccer national staff. Winners of each league within the NPL will qualify for US Club Soccer’s National Premier Leagues Champions Cup. For additional information go to: http://www.usclubsoccer.org/. The head coach of the home team is to bring a blank copy of the Midwest Development League Game Report to each game. The referee is responsible for returning the completed Midwest Development League Game Report to US Club Soccer within 24 hours of the conclusion of the match. State Cup is a statewide competition (spring for boys and fall for girls) to determine a champion at each age level (14-19). The rules of competition are listed at www.michiganreferee.org under the "State Cup Rules" link.
Beginning Spring 2012 the Michigan State Youth Soccer Association will hold the Junior State Cup Competition for u11, u12 and u13 teams. The competition rules and game-day procedures links are below. Also linked is the Jr. State Cup Severe Weather Policy. Due to the importance of this event, the Michigan Referee Committee assigns all referees at all stages of play. In order to be eligible for game assignment, you must be in their pool of identified referees. To be identified you must have a history of honoring assignments, be very competent as a center referee/assistant referee, and be recommended by an assignor, assessor, or instructor. Expect to have someone observe you during games. While you do not have to be a grade 7 or higher, it does help. If you believe you have the referee and management skills to be recommended for consideration, contact your assignor. He/she will tell you who to contact to begin the process. The State Cup Committee wants all officials in the Michigan State Cup Account to know about the new match report. Each team will bring a copy of the match report to the field. Each match report should contain both rosters. You will give one copy to the winning team or host in the event of a tie. Keep the second until the end of the season in the event that there is a protest or conflict. The format of the match report is somewhat different than past seasons. The following highlights are effective immediately: 1. Each team is responsible for submitting the identical match report. 2. If the match date, venue, or time changes for some reason, please correct it on the sheet that will be submitted. 3. The time of goal and goal scorers now need to be recorded. 4. The winning team is given the copies signed by both coaches, verifying the score, cautions, and goals scored. Any information related to misconduct is written on the back of the report that is submitted by the winning team (or in the event of a tie, by the host team). 5. All cautions and send off information will need to be noted using the USSF 7+7 codes. These are listed at the bottom of the sheet. List the name, team, time and reason clearly and concisely for all cautions and send offs on the back of the match report. (e.g., Peter Witt, Austin Bobcats, 14th minute UB-careless tackle; Carl Hoisington, Winston Rebels, 28th minute, UB-tactical foul.) 4. If there is a send off, contact the SYRA (syramich@gmail.com or 517-290-7681) so a decision can be made if a supplemental report will be required. This must be done within 24 hours of the end of the match. The USSF supplemental report is now posted on the ARBITER account for easier access. This form is sent directly to the State Youth Referee Administrator (SYRA). The form is also accessible at the bottom of this page. 5. DO NOT permit coaches or team to sign the sheet before kickoff. Their signature denotes that they have reviewed and verified the accuracy of the report. 6. ALL officials assigned state cup matches are to include their USSF ID and print clearly. 7. Keep the second copy for the referee's records in the event of a subsequent protest. Please be diligent in your effort to complete match reports accurately & promptly.
